Lower level cannot be used as a "dwelling" for living or renting to roommates because there is no interior access from the upper level. It can be used as an office, gym, art studio, etc. for that extra space you need. Shed can be built on property up to a 150 sf (this is not part of the FAR). Pitkin County requires a 5 ft set back from the property line, however Aspen Village requires just 1 ft set back from the property line. But Pitkin County would require fire mitigation and the shed must be built of non-combustible materials. Shed must be approved by Aspen Village HOA, as well as, Pitkin County.
